NO, it DOESN'T work!
If a bicycle or motorcycle doesn't trigger it, then it doesn't work.
That is the definition of it working (both a bicycle and a motorcycle should trigger it), as a rule if something doesn't meet the definition of it working then it is considered to not work, duh‽
Further typical DOT responses along lines of "Well we don't have anything to check it with, why don't you bring your (bicycle, motorcycle, scooter, fill in the blank)".
Maybe if you need to test it to work with a bicycle or motorcycle, you should have a typical bike available for testing instead of using your DOT TEN TON TRUCK!
